    The Government isn't going to scrap the tertiary fees free policy - but will change it


    The Tertiary Education Commission says there's no discernible evidence, the first year free policy, helped more low decile school students into university.

    Finance Minister Nicola Willis says they'll deliver on their coalition commitment to make the last year free, rather than the first.

    She says their approach is to reward students who achieve what they go to their tertiary institute to do.
