    Wellington's former Mayor believes police could've alerted the city council earlier, about the potential nature of the Parliament Protests -- ahead of the event


    The Independent Police Conduct Authority has released its review of the 23 day anti mandate occupation of the Parliament Precinct.

    It found the police should've consulted Wellington City Council about whether there was a need for a detailed operation plan - before the occupation took place.

    Andy Foster says while overall the police did a good job -- there were some issues around planning for the protest.

    He says there may have been a bit of an under-estimation of the nature and significance of the event.
