The governing body will consider a number of Super Rugby trials for global adoption at their next council meeting in May - including 20-minute red cards and a clock to speed up scrums and lineouts.
Lowering the tackle height to the sternum, less TMO intervention and a clampdown on "caterpillar rucks" will also be monitored.
Penney's pitched his own law tweak - which the Crusaders have long benefited from and mastered.
