Commentators are being urged to see new bank rules in perspective

The Reserve Bank is ordering banks to raise about 20 billion dollars of capital, to reduce the risk of one collapsing.
ASB Chief Economist Nick Tuffley says the impact is estimated to be less than a regular interest rate hike.
And he says it's good timing, with the low official cash rate keeping the overall cost of lending down.
