Shareholders are voting on whether to turn Northland's Marsden Point into a dedicated imported fuel terminal.
It would end six decades of the country being able to make petrol and diesel.
Energy Resources Aotearoa Chief Executive John Carnegie says it's hard to know if the proposal will increase risks for us.
He says it's important we don't forget we already import most of our oil and it's subject to similar risks of refined product.
