Officers say a roman candle-type firework was fired from the passenger side of a ute on State Highway Six, near the Hawea Dam on 2 November.
The firework ignited a massive blaze on the western side of the road and tore through scrub close to five homes.
Five helicopters with monsoon buckets were called in to put out the fire, before it reached the properties.
The men started a separate fire after they let off another roman candle firework at Cameron Creek, near Makarora.
They put out that fire themselves.
Police say the men are in their 20s and were in a dark coloured Mitsubishi Triton with a wooden deck.
