None of the top three ranked vaulters in the world, including Eliza McCartney, have gone close to their personal bests.
McCartney's settled for a share of fourth after a clearance of four metres 72, 20 centimetres below the national record she set last month.
Greece's Katerina Stefanidi has won on count back, after clearing four metres 82 at her second attempt.
Tom Walsh won the men's shot put with a throw of 21 point nine two metres.
