The Children's Commissioner says enforcing a new smoking ban will be hard to enforce

The Government's announced plans to introduce a new law, banning people from smoking in vehicles when children under 18 are present.
Commissioner Andrew Becroft says it's a positive step forward, backed by the strong-arm of the law.
He says it won't be an easy law to enforce, but the starting point is the law being a educative psychological, non-negotiable tool.
Becroft hopes this law changes social-norms.
