Pole Konrad Bukowiecki won with a 21.32 metre heave but Walsh, the men's world champion, could only muster 20.84 metres.
Women's thrower Maddy Wesche's finished second, but her 18.32 metre personal best beat the world championship qualification mark.
Lisa Adams and Tayla Clement have thrown women's para shot put world records.
Clement has dispatched a 8.74 metre effort in the F43 class, while Adams has heaved 14.52 metres in the F37 bracket.
