ACC has paid out 15-million dollars over the past five years to people with cancer who were misdiagnosed or not diagnosed quickly enough.
Many had bowel cancer.
Bowel Cancer New Zealand spokeswoman, Mary Bradley, says DHBs aren't resourced for enough colonoscopies - or to pay enough specialists.
She says if you've got private health insurance, you're assured of a much faster diagnosis than if you're in the public health system.
