It appears the driver of a car that plunged into Otago Harbour this morning was signalled to stop by police, but failed to do so

The accident happened on Portobello Road, in Broad Bay just before 6am.
The two 20-year-old female passengers made it to shore, cold and wet, and were taken to hospital.
A police officer told the Otago Daily Times the man - believed to be the driver - was seen swimming across the bay.
He was found about 90 minutes later, sheltering in bushes, and was taken to hospital.
A police spokeswoman says officers didn't initiate a pursuit at any stage.
