A former Wellington property developer with a history of flouting the rules been fined for illegal earthworks

Lance James was found guilty of breaching the Resource Management Act when carrying out the works on a Khandallah property in 2017.
James and his partner Ziwei Zhou were fined 10-thousand and nine-and-a-half-thousand-dollars respectively.
The judge noted James had been found guilty of breaching the Resource Management Act before.
He also failed to meet basic regional council requirements at a Brooklyn Rise subdivision in 2008, as well as being jailed for two years for tax evasion in 2010.
