Oranga Tamariki has admitted it should've done more in the weeks leading up to a five-year-old Christchurch boy's death

Leon Jayet-Cole died in 2015 - allegedly at the hands of his step-father James Roberts, who then died before he could be tried in court.
Leon's father and mother are yet to testify in day four of the coronial inquest focusing on agencies' role.
Oranga Tamariki dealt with Leon's family when it was known as CYFS.
A spokesperson says CYFS didn't step back and look at the big picture enough.
