Changes to mortgage loan to value ratio restrictions are being described as a "marginal tweak"

Following consultation, the Reserve Bank has removed the restrictions for 12 months - starting today.
Independent economist Cameron Bagrie says there's a small group who will benefit.
He says those marginal buyers who have some job security but don't have a great deposit, will be able to get into the market.
But Bagrie says the outlook for the property market over the next year is pretty poor.
