Enterprise Miramar is launching new legal proceedings against the housing development on the Miramar Peninsular.
Judicial review proceedings have been filed at the High Court, over a resource consent granted for the project last year.
The group argues the project would lead to traffic congestion and infrastructure costs at a time the city's infrastructure is failing.
Enterprise Miramar chair Thomas Wutzler says as the consent application was still under special legislation, many people were shut out of the process.
