A Court of Appeal ruling has mostly dismissed the appeal by the government-owned insurer against a High Court decision last year.
The High Court ruled it misled and deceived Karl and Alison Dodds by keeping a higher estimate to rebuild their quake-damaged home secret.

The Dodds' lawyer Peter Woods says claim misrepresentations made to thousands of other homeowners could cost the agency up to 675-million dollars.
