Some of the heaviest falls have coincided in northern regions with holidaymakers travelling home, and in the South forced people to leave campgrounds and head home.
Two hundred people were stranded when the rising waters of Silverstream cut off the Whare Flat Folk Festival, northwest of Dunedin.
Festival organiser Kathryn Olcott says the ford in Silverstream Valley Rd is closed and festival-goers at the site would be unable to leave until tomorrow morning.
Highways across Otago are affected by flooding, and more rain forecast tonight will see conditions become worse before they improve.
Flooding and slips have closed State Highway 6 between Kingston and Frankton and motorists are being forced to travel 50km/h through waterlogged roads on SH87.
Sandbag stations are now operating in Dunedin with rain continuing to fall.
