Since the start of the year, temperatures are 0.6 degrees Celsius above average in parts of the country.
NIWA forecaster Ben Noll says that's been something of a baseline since an unprecedented marine heatwave over the 2017/18 summer.
He says while beachgoers might like the warmer waters, it has an impact on fish stocks and other wildlife.
Noll says scientists also have to keep an eye on birdlife - like penguins - who like their fish at a certain temperature.
