    There's a fresh call to scrap the fees-free policy for tertiary education, after a jump in the number of students dropping out before the end of their second year


    Louis Houlbrooke of the Taxpayer's Union says the policy is also cutting into enrolments for non-university qualifications.

    He says the lure of a taxpayer-funded university lifestyle is pulling young New Zealanders away from sorely-needed trades qualifications.
