The man was well known to Police, and wanted for an aggravated robbery with a firearm in November 2019 in Auckland's Glendene.
The Independent Police Conduct Authority has found the officer kicked the man's shoulder to dislodge an object in his hand, before handcuffing him.
But they say the officer accidentally hit the man's head, when he tried to kick him in the shoulder a second time.
