Ronald Ward has been sentenced after the SPCA found two dogs were found at his home in severe pain.
One dog had to be euthanised, and the other needs surgery before adopted.
Ward has been handed five months community detention and six months supervision, has been ordered to pay reparations, and has been disqualified from owning animals for 10 years.
He had previously been convicted for animal welfare offending in 2015.
