An Auckland and Otago Universities joint study reveals more than 250 people died from potentially survivable injuries between 2009 and 2012.
That's 15-percent of people who died before they made it to hospital within the four-year period.
Otago University Associate Professor Gabrielle Davie says it's because they didn't have access to hospital care within an hour.
She says that takes into account the time a call was made to emergency services, to when the patient arrives at hospital.
