Nursing student Kenny Cordova Espinosa died in January 2019 while swimming with friends.
Coroner Alison Mills says there were no signs at the bottom of the falls to indicate the risks of swimming in the waterhole.
She says it's concerning because of the number of previous drownings at the same site.
Mills has recommended the Whangarei District Council review the current signage, and consider installing a lifebuoy or angel ring at the waterhole.
