An inquiry's ongoing into conduct at the Manawatu-based institution's child and adolescent unit throughout the 1970s.
Former patients say they were drugged, sexually abused, punished and tortured by medical staff.
Medical Council Deputy Chief Executive Aleyna Hall fronted the inquiry yesterday, and recognised their pain.
She says the Medical Council of today acknowledges the hurt they've experienced, and apologises for any action the council of the time, should have taken - but did not.
