Ethan Phillip Crone died when he crashed into a tree - south of Rangiora - while on his way to work in May 2017.
A coroner's report has found if the 24-year-old hadn't used cannabis before driving - he may have perceived the corner and sign - avoiding the crash.
Since the fatal crash, Crone's father Ron has spoken out - calling for an overhaul of the way drivers are tested for illicit substances.
