Thirteen million dollars has already been paid out by ACC this year for assault-related injuries.
More than three thousand ambulance staff reported being verbally or physically attacked last year.
Ambulance Association Chairman Mark Quin says it's not just ambulance staff.
He says emergency nurses, doctors and even fire fighters are suffering violence.
