The lowest rates of vaccination among 12 to 34-year-olds with one dose are in Northland with 44-per cent, and Tairawhiti with 48-per cent.
The Director-General of Health says the low-uptake leaves our communities vulnerable.
He says the virus is like a heat-seeking missile that can find and infect vulnerable communities.
Bloomfield says a 90 per cent vaccination rate of the eligible population is critical across all groups and regions.
