All three Auckland DHBs have now reached 90-percent for first doses.
The news comes as Cabinet decides this afternoon whether to move Auckland to Step Two restrictions -- allowing shops and public facilities to open, and groups of up to 25 to meet outside.
Epidemiologist Tony Blakely says the city is now in a good position to open up more.
He says the virus is very unlikely to transmit between two people who have received both Pfizer jabs, even in a crowded pub.
Meanwhile, shops around the region are rearing to go for Wednesday morning.
But Newmarket Business Association Chief Executive Mark Knoff-Thomas says many businesses still have no idea when they'll be able to reopen.
He says bars, restaurants and personal services like hairdressers should be allowed to open now too.
