A new Education Review Office survey of more than 400 teachers has found teacher morale and pupil behaviour has deteriorated significantly over the past year.
Younger teachers, those at smaller schools and those in Auckland are faring the worst.
The PPTA Secondary Principals Council says the way high schools are staffed hasn't changed significantly in the past decade, despite schools facing greater expectations and pastoral needs.
Primary principal and teacher union NZEI says the pandemic has exacerbated issues of understaffing and inequality.
