Tuna Fishing Company Director, Wayne David MacFarlane, went to sea without an official observer in April last year.
He was fined 7800 dollars yesterday at the Dunedin District Court - on top of a previous 15-thousand dollars penalty for not deploying seabird-scaring lines while fishing.
MPI Regional Manager Fisheries Compliance Garreth Jay says it's disappointing to have to bring the same person before the courts for fisheries offending.
