A Real Estate Institute Property Report shows the scales are slightly tipping towards buyers

Sales in April are down 35 percent on the same time last year, with big decreases in Auckland, Marlborough, Hawke's Bay and the West Coast.

That and moderate price growths should benefit buyers.
