The SPCA was alerted in September 2020 after Wei Liu brought her dog Abby into an Auckland vet severely emaciated.
They told Liu the dog had recently died from starvation over weeks to months.
She has pleaded guilty to two charges of failing to meet the needs of an animal - and one of causing unnecessary pain.
SPCA Chief Executive Andrea Midgen says it's appalling the dog was starved and no one intervened or reported her condition.
