Queenstown pilot Mitch Gameren and his six passengers died on a scenic trip in November 2015.
The Transport Accident Investigation Commission found the aircraft was overweight, and the weather unsuitable for a scenic flight.
Coroner Marcus Elliott says helicopter operators should install ground webcams where possible - to give pilots helpful data on conditions.
He says they're a powerful tool for decision-making and training.
He's also urging pilots to carefully calculate passengers' weights.
