Initial data from a Waka Kotahi hidden camera trial in Auckland snapped about 1000 drivers a day using phones.
They say a potential 50-thousand offences were detected in the first two months.
That's just over one percent of the 4.4 million vehicles that went past the cameras.
Land transport director Kane Patena says although a small percentage, it's still a staggering amount.
He says it's concerning, with just two cameras in one area picking up an average 800 potential offences each day.
