Three bodies - thought to belong to the missing men - have been found washed up on the Mahia Peninsula this morning.
Two of the missing people were spotted on Tuesday - but dangerous conditions made getting to them impossible, and they were soon lost from sight.
Maritime New Zealand general manager Justin Allan says rescue crew battled atrocious conditions - including 50 knot winds, low visibility and swells reaching more than six metres.
He says unfortunately the conditions were too severe.
