The Auckland golfer's carded an even par 70, his second straight at Southern Hills, after an up-and-down round.
It leaves Fox nine shots behind American leader Will Zalatoris , in a share of 23rd.
Zalatoris, in just his eighth major, is seeking his first win after four top-10s - and says it's all a matter of belief.
Zalatoris has a one stroke lead.
Tiger Woods has snuck inside the cut at three-over.
