An off-duty police officer who engaged in consensual sex in a public Wellington carpark - has avoided charges

They were spotted by a member of the public crossing a footbridge overlooking the vehicle - in a train station carpark.
It's unclear if it was in a Police vehicle.
The Independent Police Conduct Authority oversaw the investigation.
However, the Police Criminal Charging Panel rejected recommendations from the investigation and IPCA, to prosecute the officer.
Instead, the officer has been sanctioned and they have apologised to the notifier - for causing them distress.
