    David Seymour says the Government's new plan to speed up overseas investment decisions, can't come soon enough


    The Associate Finance Minister says a small economy like New Zealand, needs to be getting far more capital from overseas.

    He says many other western economies -- like the US and Australia -- are much bigger, and can raise more capital internally.
