    The Government says Councils can't keep driving up costs for ratepayers


    It's proposed capping rates at 4 percent a year.

    They would only be able to surpass that with approval from a Government-appointed regulator.

    Local Government Minister Simon Watts says local government will struggle - but they're not alone.

    He says average people and businesses have had to cut back in tough times, and councils should too.
