    A popular Wairarapa paper road could be blocked to the public after vandalism on private land


    The unformed road towards Cape Palliser, in the lower North Island, give access to rugged camping, hiking and hunting areas.

    The South Wairarapa District Council's proposing a bylaw to restrict access - after reports of cars driving off road to avoid things like potholes.

    Wildlife photographer and campaigner Andy McDonald says it's punishing everyone for a few peoples errors.

    He believes it starts a slippery slope where councils around the country could block access to roads owned by everyone.

    Submissions on the bylaw close today.
