Former Kiwis forward Tohu Harris is suggesting a review of on-field concussion testing

It comes as the NRL has launched an investigation into how Tonga's Eli Katoa was allowed to play through major head knocks in the Pacific Championship loss to the Kiwis, only to need surgery for brain bleeds.

Harris says it's hard to lay blame, as everyone seemingly followed protocol.
