    Changes to early childhood education regulations are expected to be in place mid-next year


    Cabinet's agreed to adopt 15 recommendations from a Ministry of Regulation review finding a number of settings were outdated.

    Minister-in-charge, David Seymour believes there's enough resource, but it's not being efficiently used.

    He says there's not enough clarity, and some rules are too complicated.

    Seymour says it's about focusing existing resources on child safety, not annoying people.
