The Public Service Commissioner says it has no room to move on its latest pay offer to primary school teachers

Members of the Educational Institute have been considering industrial action after rejecting a previous offer of three one-percent pay rises over three years.
The new offer would give 68-percent of teachers a 4.7-percent pay increase within 12 months with the rest receiving annual increases above inflation.
Commissioner Sir Brian Roche says it would cost taxpayers an extra 449-million dollars over four years.
He's asking teachers to avoid further disruption for students and parents.
