A scathing assessment of authorities with responsibility for Malachi Subecz , whose mother was in jail

This week's coronial inquiry includes considering whether mandatory child abuse reporting could have saved him.

Paediatrician Niall Patrick Kelly treated Malachi - and says Oranga Tamariki and Police routinely make calls on child injuries.

He says those decisions are arbitrary, variable, and made with little training in injury interpretation.
