    The Earthquake Commission's disappointed a tiff with an insurance company has progressed to the courts



    Tower Insurance has lodged formal proceedings against EQC - to recover 80 million dollars owed for fixing buildings on EQC's behalf.

    EQC Chief Executive Sid Miller says they're sad they weren't able to reach an agreement outside court - but not surprised.

    He says Tower has long signalled its intent to file proceedings - despite attempts to resolve their differences through negotiation.
