The Public Service Commissioner says a revised pay offer for Primary Teachers is 'better than reasonable'

Members of the Educational Institute have been considering industrial action after rejecting the offer of three one-percent pay rises over three years.
The new offer would give some teachers a 4.7-percent pay increase within 12 months.
The rest would receive annual increases above inflation.
Commissioner Sir Brian Roche says there is no room to move on the offer - which would cost taxpayers an extra 450-million dollars over four years.
