The Chief Ombudsman is concerned about levels of aggression at an Otago prison

Peter Boshier has released his report of a follow-up inspection of Otago Correction Facility.
Boshier says the prison has implemented most changes he recommended in 2016.
But he says there seems to be a rise in tension in the prison since his last inspection.
Boshier says threatening behaviour and violence have risen, more pepper spray is being used, and some staff have concerning attitudes.
He's added two new recommendations - with the aim of improving the mental health and privacy of prisoners.
