A former District Health Board chairman says DHBs are handling a double-edged sword - being under funded and in need of a restructure

The government's been forced to pour 142 million dollars into seven DHBs after being warned hospital workers' pay could be affected otherwise.
Gregor Coster, who's now the Victoria University dean of Health, says DHBs need to do anything they can to make the system work.
But he says the government is accountable for how services are delivered.
Coster says overall the health system is good - but signalled changes are likely necessary.
