A Whanau Ora Treaty claim is being seen as an administrative, rather than Government issue

Five women Maori leaders, including Dame Tariana Turia, have launched a Treaty claim, saying the Government's undermining and underfunding the agency.
It will be discussed at Waitangi tomorrow.
AUT historian Paul Moon says says it doesn't affect a lot of people.
He says it's about how the money's directed so is really a bureaucratic concern, rather than anything bigger.
Oranga Tamariki has also been criticised - for taking away Maori babies, with one case involving armed police and dogs.
