An Australian coroner says the police strategy to stop the Bourke Street attack never had a chance of succeeding

Six people died and 27 were injured when James Gargasoulas mowed down pedestrians at the Melbourne mall in 2017.
He was jailed for life in 2019 for the murders.
Coroner Jacqui Hawkins, says the negotiated surrender plan amounted to nothing more than two phone calls and a series of text messages.
She says some officers were scared to act with fears they would be reprimanded by their superiors.
